There is an announcement on Tegrity’s support page in regards to a service outage:

The Tegrity service is currently experiencing an outage. We are working with AWS to restore the S3 Cloud Storage that is used by the Tegrity service. We will update this post as the status changes. We apologize for the outage and appreciate your patience as we work to resolve this issue.
